Key Updates on Construction Projects at LAX and VNY
(Los Angeles, CA) Each month, Los Angeles World Airports (LAWA) shares updates on current and upcoming construction projects at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). This newsletter contains information about the status of projects at LAX and VNY, as well as construction impacts to the airport roadways and the surrounding communities.
In October, work will continue on building the LAX Automated People Mover (APM) guideway over Century Boulevard, with overnight lane closures. Construction is also taking place on the pedestrian walkway connecting the Terminal 2-3 headhouse to the APM’s future Center Central Terminal Area (CTA) station. Additional work continues on the APM train guideway and stations, along with Terminal Vertical Core and other modernization projects in the CTA.
Temporary pedestrian walkways are in place in the construction zones on the Upper/Departures Level, reducing drop-off lane availability. Portions of Center Way are closed for APM guideway and station construction, with other roadways/lanes restricted overnight.
Work also continues on other elements of the Landside Access Modernization Program (LAMP), which includes the APM train system, a Consolidated Rent-A-Car (ConRAC) facility, the APM Maintenance and Storage Facility and the Intermodal Transportation Facilities (ITF). Work to install an electronic ‘Smart Parking’ system throughout the CTA will reduce the number of available spaces in some structures. Guests will be able to reserve spaces in several of the garages in the CTA and at the new LAX Economy Parking facility starting later this month. To see real-time parking availability, click here.

The steel framework for a future bridge to connect Terminal 2 and the Center CTA APM Station was installed over a series of nights in September. A temporary support remains in place.
Terminals 1 and 2: Construction is nearly completed on a bridge to connect Terminals 1 and 2 post security. Once completed, guests will be able to use the new security screening checkpoint in the west end of Terminal 1 to access both terminals, and will be able to move between the terminals without having to be rescreened.
Terminals 2 and 3: The baggage claim has temporarily moved to the former Federal Inspection Station (customs) area. Signs direct guests to the area, where three carousels are available. COVID-19 testing is available on the north end of Terminal 2 on the Lower/Arrivals Level (click here for more information). Construction is taking place on a new headhouse for the terminals as well as a replacement for Terminal 3. The steel framework for a bridge to connect the new headhouse to the Central CTA APM station was placed in late September.
Tom Bradley International Terminal: The north escalators and stairs located outside the terminal are temporarily closed due to vertical core construction. The central entrance on the Upper/Departures Level is also temporarily closed. Tunnels to allow access to the north entrances are open on both levels. On the Lower/Arrivals Level, the entrance on the north corner of the terminal is also open. The stairway on the south end of the terminal is temporarily closed, but the escalators remain open. The bike rack on the Lower/Arrivals Level at the south end of Tom Bradley has been temporarily relocated to Parking Structure 4. Barriers are in place in the north end of the terminal for construction of a domestic baggage claim. The information desk located on the Lower/Arrivals Level has moved to a temporary location south of the bag claim construction area. Due to construction on the north mezzanine, guests and employees are routed to the south mezzanine to access the Transportation Security Administration security screening checkpoint. Terminals 4 and 5: The modernization program continues. Hawaiian Airlines will be relocating from Terminal 5 to the West Gates at Tom Bradley International Terminal later this month. More details will be released closer to the move date. Baggage Carousels 1 and 2 in Terminal 4 have been replaced and expanded, with carousels 3 and 4 taken off line during construction of the Terminal 4.5 Vertical Core. Carousels 5 and 6 are open in Terminal 5. Gate 51A is temporarily closed for construction.
Terminal 6: One gate in the northwestern part of the building is closed for construction of the Terminal 5.5 Vertical Core. Several additional gates are closed for modernization.
Terminal 7: Construction walls have been removed in the ticketing lobby in the area of the future Terminal Vertical Core, and a new escalator from the Concourse Level to the Upper/Departures Level is expected to be in operation this month. Nearby elevators are also available.

Updates on Other Projects:
Landside Access Modernization Program (LAMP): The Automated People Mover train guideway is 75% complete as work to connect the two sides at Century Boulevard is underway. Station construction continues as well along the 2.25-mile alignment. In September, a pedestrian bridge structure that will connect Terminal 2 to the Center CTA station was placed, marking the second structure to be installed. Four more will be installed next year. The Consolidated Rent-A-Car facility has less than 1% of concrete remaining to be poured as work continues at what will be the largest rental car facility in the world once open. The Intermodal Transportation Facility-West, which will become known as LAX Economy Parking, will debut to the public in mid-October, marking the first completed project of the $5.5 billion Landside Access Modernization Program.
Airport Police Facility: The green screen construction fence on Westchester Parkway and Loyola Boulevard will be removed starting on Monday, Oct. 4. The contractor will have traffic control in the bike lanes, and a rolling flatbed truck will move down the street as the fence panels are removed. The work is scheduled to be completed by Tuesday, Oct. 5. Landscape plantings are complete, including trees and plants along the new paseo on Westchester Parkway. The Airport Police Division is scheduled to begin moving into the new facility in mid-October.
Two drop-off lanes on the Upper/Departures Level are temporarily closed at the east end of Terminal 4.
Roadway and Transit Impacts in the Central Terminal Area:
World Way: Overnight lane closures are possible on the Lower/Arrivals Level for construction activities. The airport return ramp from the Upper/Departures Level will be closed during limited overnight hours for work on the APM guideway. A detour will be available.
Terminals 2 and 3: Work to complete the installation of a pedestrian walkway between the headhouse and the APM’s future Central CTA station will require overnight lane closures. The right drop-off lane in the construction area on the Upper/Departures Level is closed for use as a temporary covered walkway.
Tom Bradley International Terminal: Two drop-off lanes on the Upper/Departures Level on the northern side of the terminal are closed while a temporary, covered walkway is in place during work to add a Terminal Vertical Core to the front of the building. SoCal Gas work to install a new gas line could reduce availability of outside lanes overnight on the Lower/Arrivals Level starting at Terminal 3 and continue to Terminal 4. Guests are encouraged to use the Terminal B Pick-Up area on the Lower/Arrivals Level at Parking Structure 3.
Terminals 4 and 5: One of the two drop-off lanes on the Upper/Departures Level has been replaced by a temporary, covered walkway during construction of a Terminal Vertical Core. Lane closures may be needed in the vicinity of the new pedestrian walkway to the future West CTA station.
Terminals 5 and 6: One of the two drop-off lanes on the Upper/Departures Level has been replaced by a temporary, covered walkway during construction of a Terminal Vertical Core.
East Way: Overnight closures are possible on both levels for construction of the APM guideway. Northbound East Way is closed, except for access to the Bob Hope USO at LAX and the Federal Aviation Administration (FAA) tower.
Center Way: Center Way between West Way and Theme Way will be closed between 1 and 9 a.m. daily. Vehicle traffic will be directed to World Way to exit the Central Terminal Area. Vehicles exiting Parking Structure 2a will be routed to eastbound Center Way around the closure to exit the Central Terminal Area. Center Way from East Way to World Way will also be closed nightly from 1 to 9 a.m. During these closures, traffic exiting Parking Structure 1 will be routed to East Way to exit the Central Terminal Area via World Way South. These closures will support the construction of the APM guideway and stations.
Theme Way: Theme Way is closed between World Way and Center Way for APM construction through July 2022.
West Way: Northbound West Way is temporarily closed between World Way South and World Way North on the Lower/Arrivals Level for work on the APM. Southbound traffic will use the northbound lanes in the area of the construction, with egress from Parking Structure 2b, the entrance to Parking Structure 5 and pedestrian traffic maintained. Overnight lane closures are possible on both levels for construction of the APM guideway.

Sidewalk/Walkway/Parking Structure Restrictions and Closures:
Real-Time Parking Updates: Parking structures are quite busy, and guests are encouraged to plan ahead. Check the latest information on parking availability by visiting the @FlyLAXstats Twitter feed. Parking Structure 1: During work to install an electronic Smart Parking system, some spaces will be unavailable this month. Electric vehicle chargers are temporarily unavailable, with motorists advised to use chargers in Parking Structures 5. Approximately 20 spaces on each level are reserved for Low-Emission Fuel Efficient Vehicles. Traffic exiting the structure is directed west on Center Way to East Way and World Way South to exit the airport when work takes place at Center and Sky ways.
Parking Structures 2a/2b: The roof of P2a is temporarily closed due to construction on the Center CTA APM station. P2b will reopen following painting, but some spaces will be unavailable on the roof due to work on the APM. The pedestrian bridge from P2a to Terminal 2 has been removed. Guests can reach Terminal 2 from the Lower/Arrivals Level. A temporary exit is available from P2b onto West Way.
Tom Bradley International Terminal: The escalators and stairs on the north end of the building are temporarily closed. The staircase on the south end of the building is also closed. A temporary pedestrian walkway has been extended further south on the Upper/Departures Level during work on a new terminal vertical core.
Parking Structures 3 and 4: Work to install an electronic Smart Parking system will reduce available spaces this month. The Lower/Arrivals Level entrance to P3 will be closed for work on the APM. Guests can access P3 from the Upper/Depatures Level or use P4. Passenger pick-up is available on the ground level of P3 (Terminal B Pickup), with taxis allowed to use the western-most curb during a pilot.
Parking Structures 5 and 6: Work to install an electronic Smart Parking system will reduce available spaces this month. New electric vehicle chargers will be available in P5, replacing those in P6 which will be upgraded. The pedestrian bridge between P5 and P6 and Terminal 6 has been removed. Guests should access Terminals 5 and 6 from the Lower/Arrivals Level. Pedestrians are detoured around a column for a future elevated walkway east of P6. Parking Structure 7: Utility work may reduce the number of spaces available on the ground floor. The western portion of the roof is closed for waterproofing ahead of the installation of a ‘Smart Parking’ system.
Center Way: The sidewalk path between Terminal 7 and LAX-it is temporarily altered due to work on the APM at the corner of Center and Circle ways. The new pedestrian route is marked with detour signs.
World Way South: The sidewalk on the north side of the roadway past Terminal 7 is temporarily closed. A detour is available for pedestrians walking to Sepulveda Boulevard.
SoCal Gas will restrict up to two westbound lanes on Century Boulevard between Avion Drive and Sepulveda Boulevard weekdays and Saturday for utility line work.
Impacts Near LAX:
Airport Boulevard: The right turn lane from southbound Airport Boulevard to 96th Street is closed during work on the APM guideway. Motorists can still turn right onto 96th Street at the traffic signal. Roadway work at the intersection of Airport and 96th Street may limit the number of available lanes overnight.
Arbor Vitae Street: Intermittent lane closures are possible Monday-Saturday between Maintenance Drive and La Cienega Boulevard for installation of the Los Angeles Department of Water and Power’s (LADWP) Permanent Power Duct Bank and utility investigation work for the future ConRAC facility. A continuous single eastbound lane closure is needed between Aviation Boulevard and La Cienega Boulevard for street widening improvements.
Aviation Boulevard: Nightly full closures are possible between Arbor Vitae Street and Century Boulevard for installation the future ITF-East station. One lane is closed in each direction between Century Boulevard and Arbor Vitae Street to facilitate APM construction. One through lane will remain open in each direction during the day.
Aviation/Century boulevards: Work to restore the sidewalks at the intersection may occasionally close the right lane.
Century Boulevard: Nightly lane closures to support the segmental construction of the APM guideway over the roadway will be in place during the week. Daily lane closures during off-peak hours are possible to support construction in this area. SoCal Gas will close up to two westbound lanes between Avion Drive and Sepulveda Boulevard from 7 a.m. to 5 p.m. and 9 p.m. to 6 a.m. weekdays, and 8 a.m. to 6 p.m. on Saturdays.
Century Boulevard/Sepulveda Boulevard: Intermittent closures of the northbound and southbound ramps at Century and Sepulveda boulevards are possible to prepare for the construction of the APM guideway in the coming months.
La Cienega Boulevard: Northbound and southbound lane closures are needed between Arbor Vitae Street and the 405 freeway off ramp for utility enabling and street widening improvements.
Loyola Boulevard/Westchester Parkway: Work to install sewer and storm drains in the area of the Airport Police Facility may occasionally close lanes, but travel lanes in each direction will remain available.
96th Street: Traffic is limited to one eastbound lane (local traffic only) between Airport Boulevard and Bellanca Avenue. Daytime construction activities will occur within this closure. Nightly full closures will be needed to support delivering materials to the elevated guideway to support construction.
98th Street: Westbound lanes are closed between Vicksburg Avenue and Sepulveda Boulevard as the LADWP continues working on a project to install a new water main.
Pershing Drive: Traffic will be limited to one northbound and one southbound lane from 9 a.m. to 3:30 p.m. weekdays between Sandpiper Street and Waterview Street for work on the Receiving Station-X project.
Streets surrounding LAX: Intermittent, short-term lane closures may take place as needed on streets in the LAX area. Streets include Century Boulevard, 96th and 98th Streets, Airport Boulevard, Westchester Parkway/Arbor Vitae Street, and Aviation Boulevard. At least one through lane of traffic will be maintained at all times and access to businesses will be maintained.
World Way West: Lanes are reduced between Maintenance Road and Coast Guard Road during daytime utility installation work for a Secured Area Access Post project. Lanes are reduced between Pershing Drive and Maintenance Road for vault and duct bank installation for the Receiving Station-X project, with two-way traffic using the westbound lanes.

Update from Van Nuys Airport:
Signature Midfield projects: Aeroplex/Aerolease group continues work on a major construction project for Signature Flight Support, one of VNY’s Fixed Based Operators (FBO). After completing the ‘Bonseph VNY North Facility’ last month, focus has shifted to the ‘Midfield’ construction project, and great progress has been made. Hangar roof access fabrication, and interior dry wall and liner panel installation is well underway. Four roll-up hangar doors also were installed in September. Tile work in the office restroom facilities has been completed while other office areas are being primed for paint work. The designated parking lot base has been treated in preparation for paving in the coming weeks, and parking lot light standards have been installed and were wired back to panels.
